Juan Patterson

Mr. Patterson is exceptionally skilled at quickly assessing the overall needs and effectiveness of the public housing organization and defining the human, material, and financial resources required to achieve maximum results.  He has many years experience in conducting PHA assessments and providing technical assistance specific to improving PHA operations and the physical condition of the housing inventory; facilitating organizational reengineering to improve low-rent housing management, planning for effective maintenance administration, increased resident relations/customer service; and promoting strategic planning and improved record keeping and reporting which often involves detailed recommendations for increased or improved MIS/Communications protocols. 

Juan earned his undergraduate and graduate degrees in City Planning from MIT in Cambridge, MA where he specialized in the area of Physical Development.  He is a former Executive Director of small, medium and large PHAs, and has been a consultant of national scope for over 15 years providing technical assistance and training for extra large PHAs.  Juan established the Warren Metropolitan Housing Authority (Wooster, OH) in 1976, and subsequently served as executive director in Clearwater and Tampa, FL; Deputy Secretary for Public Housing operations-Commonwealth of Massachusetts with oversight of 60,000 units of state aided public housing; managing director of the Housing Authority of New Orleans.  He has developed PHA Annual and 5-Year Plans, Capital Improvement Plans, Maintenance policies and procedures, as well as numerous administrative policies and procedures for a wide range of PHAs.  Juan has also conducted multiple wage comparability, organizational reengineering and privatization studies as well as plans to implement project based management.
