Private Management of PHA's

 

MDS has been involved in the private (contract) management of housing authority operations for the past eight (12) years, as either the prime contractor (PC) or through a joint venture (JV).


More specifically, this firm has contracted with the board of a PHA to assume responsibility for the day-to-day operations and planning for the entire PHA or for a department of the PHA.

 

 

Following is a partial list the PHAs for whom we have provided this service.

Danville Housing Authority, IL (PC)

Contracted to manage the maintenance department of this 600 unit HA.  Assigned a full-time on-site maintenance administrator and developed a program of corrective action, including but not necessarily limited to:  staff assessment, staff training, developing maintenance procedures, developing a plan of preventive maintenance.

Housing Authority of the City of Las Vegas, NV  (PC)

 Contracted for the management and supervision of 22 staff persons involved in the applications/admissions function and the  administration of the Section 8 certificate, housing voucher, mod-rehab and new construction programs of the agency.

Shelby County Housing Authority, TN  (JV)

 Participated in a joint venture for the contract management of this 300 unit non-metropolitan housing agency. Assigned on-site staff; conducted staff and resident leadership training; established dual management with a resident management corporation; closed outstanding audit findings; developed five year plan for modernization and related capital improvements; established and implemented a preventive maintenance program.

Michigan City Housing Authority, IN  (JV)

 Contracted to manage the maintenance department of this 600 unit HA.  Assigned a full-time on-site maintenance administrator and developed a program of corrective action, including but not necessarily limited to:  staff assessment, hands-on staff training, developing maintenance procedures, developing a plan of preventive maintenance.

Evansville Housing Authority, IN (PC)

 Participated in a joint venture for the contract management of this 1,800+ unit agency.  Assigned a full time managing director and developed plans for correction action for each department.  Conducted staff assessments and staff training; closed outstanding HUD audit findings.  Planned and supervised activities of the Resident Services department.  Facilitated the development of a TOP/TAG application with significant resident staff and board participation.
 

Housing Authority of Champaign County, IL  (JV)

 Participated in a joint venture for the contract management of this 1,200+  unit agency.  Assigned department heads and developed plans for correction action for each department.  Conducted staff assessments and staff training; closed outstanding HUD audit findings.   Planned and supervised activities of the Resident Services department.  Facilitated the development of a TOP/TAG application with significant resident staff and board participation.
